Topic : Impact of motivation, reading attitude and work environment on speaking skill.

1.0  Introduction. 

The mastery level of English as a second language in Malaysia among the Y generation is going to the dog is a national calamity. Most of these youths who were being taught English as one of the subject in national education curriculum nowadays are facing this problem. The current approach of teaching English as a second language (ESL) in national schools which is Communicative Approach is being questioned as why the outcomes of such approach do not meet the standard meted. When the Communicative Teaching and Learning Approach was introduced to replace Structural Approach in the beginning of 1980’s via KBSR and KBSM, it is supposed to enable the students of ESL in national school stream to be more approachable and confident when it comes to productive skills especially speaking skill as a result of exposure to the language as well as ample opportunity to practice it. However the standard of English communication competencies’ of vast majority of this approach’s output are still far below the standard meted even for daily English communication.

Some of these youths now are joining the Malaysian Armed Force as paramedic students at Armed Force Health Training Institution or better known as INSAN AT which cater to produce a paramedic staff for the Armed Force to assist all the medical and dental associate work. They are studying for a diploma in their respective field such as nursing, medical assistant, pharmacy, dental, physiotherapy, laboratory technician and radiology assistant.

Is the problem lies on the fact that Communicative Approach of teaching and learning ESL in classroom does not have an impact on the students’ speaking skill because they do not have the proper structure of the English language grammar and the language exposed to them merely a repetitive ones found in and strictly bound to the text book? Therefore the limitation of exposure to Second Language (SL) vocabulary and sentence patterns becomes the real issue as why these students are unable to speak fluently. This study wants to see if there is a relation between students’ reading attitude in Second Language with their competency in speaking skill.

      An important factor to students’ reading attitude in the SL investigation is to know the existence of motivation beneath the need of these students learning English as Second Language (ESL) especially when they reach post school education level. As an official Malaysia’s second language widely used especially in the private and hospitality field such as tourism, education, health service, etc in the competitive global economy,  English is learnt and sat for in national examinations as one of the core subjects in national education systems. However since exams’ results for English subject in the past 40 years do not tally with the mastery of the language use in majority of the school leavers insinuating that their motivation in learning the language during the period of school years is just to pass the national examinations such as PMR and SPM. While it is good enough to have a straight A’s achievers among Malaysian students but what the education systems in turning to Communicative Approach in teaching and learning ESL  still lacking is to produce (at least) a bilingual school leavers who will become part of the workforce in Malaysian global competitive job market. Most of the students who are products of national schools especially those from the rural part of the country with less exposure to ESL  in their daily basis communication especially in spoken form could not meet the demand of communication skills competencies in ESL especially in speaking skill as they need to attend and to pass job interviews at the threshold of their life between the job seekers  title and employee titles and later, to mingle around colleagues with ESL fluency later in their working environment.
Since this study is conducted at a diploma level education which is specifying in
medical and dental related working environment, therefore it is crucial to detect whether or not the paramedic diploma students in INSAN AT have an appropriate amount of motivation of either types - instrumental or integrative while learning ESL as part of their elective course for their respective field.

Another problems that should be addressed in the dilemma of speaking ESL in wor surrounding which has no immediate need to use the language. While  it  could be true in the private sectors and industrial sectors which give Malaysia its’ enormous leaps in economic gain from the 70’s till now, the other way around is exist in the public sectors which also cater for the hospitality such as counter services, customer relations etc.  Since National language is the medium of instructions in most of public sectors departments and offices including schools and hospitals, therefore the needs of using ESL is not so crucial and there is no immediate need to use ESL in the paramedic students working environment in Armed Force Hospital whose patients or customers are among the fellow Malaysians.

1.2.1         The objective of this study is to find the correlation between students’ motivation in learning the second language, their reading attitude in second language and their social working condition with their ability to speak the second language.

1.3.1.1            Hypothesis’: Motivation to learn the second language has an impact on their ability to speak English.

1.3.1.2            Hypothesis’ Null : Motivation to learn the second language has no impact on their ability to speak English.

1.3.2.2            Hypothesis’ Null : Reading (in second language) attitude has no impact on their ability to speak English.
